Economic benefit: LIVIA will enhance the local environment, to have an impact on values of and investment into Clifton Industrial Estate and Clifton Green as well as the new Westbury Homes development built on the south side of the site. The main economic driver for LIVIA, the Isis Manchester Business Park, will also be enhanced by it’s close proximity to the site. The new uses provided will also support the proposed Croal Irwell Regional Park project.
Site background: The LIVIA (Lower Irwell Valley Integrated Action) site is the largest of the Newlands sites, and was used as the launch site for the whole programme in 2003. The site is currently home toclosed and operational landfills, derelict canal and railway and disused sewage works and mill lodges, which attracts fly tippers and joy riders. LIVIA is close to several residential estates, as well as the M60 motorway.
Tenure arrangements for LIVIA landowners are currently being worked through for the site. A community consultation exercise has been completed by Groundwork Manchester, Salford and Trafford and survey work for the site has also been completed.

Newlands is also preparing to carry out extra site investigations on around 60 hectares of land on Clifton and Wardley Moss – depending on land tenure - currently being investigated by FC. The production of FDP, context plan and form for LIVIA is currently under discussion, and it is hoped that delivery on site will begin in the second quarter of 2005 / 2006.

Negotiations are underway with BIFFA to produce a management agreement for the active landfill site. Groundwork is drawing up proposals to have a coordinated plan to approach businesses within the Clifton Green Industrial Estate.
